The Hunger Games novels — and the movies that followed — earned their stripes because of the compelling world they portray. That includes the Games themselves, a harrowing fight to the death before a televised audience in a dystopian future. The story's heroine, Katniss Everdeen, survives the 74th Hunger Games and eventually becomes a reluctant catalyst for a revolt against the powers that be. Finnick Odair explains to Katniss Everdeen that they didn't take her as a hostage because she did not have any information about the rebels; instead, the Capitol perceived that Finnick would never endanger Annie by telling her anything, and took her simply as a weapon to use against him. The Hunger Games: Catching Fire saw previous victors being reaped, and, despite knowing the horrors of the Hunger Games, there is a touching reason Mags volunteered for Annie. Catching Fire followed the events of the 75th Hunger Games, or Quarter Quell, where only those who had been previous victors could be selected. Catching Fire introduced many new characters that were previous Hunger Games victors, including tournament veteran Mags. The reaping of the 75th Hunger Games was much different from the 74th, as there were very few victors to pick from, and Katniss was the only District 12 female victor , so her place was already confirmed. Similarly, there were only two living female victors in District 4 by the 75th Hunger Games reaping: Mags and Annie. Mags won the 11th Hunger Games and continued to mentor District 4 tributes throughout her life, including Finnick Odair. Annie, on the other hand, was the victor of the 70th Hunger Games, just four years before Katniss, and only 23 years old during the events of Catching Fire.
