It seems to me that they are, since they have the same general proportions and sometimes speak english. But other times they act extrememly robotic and cruel with minor crimes and have this weird static-like voice chatter not walkie-talkies. IMO human volunteers are more scary since imagine what the Combine could do to the Earth if they only managed to brainwash most of the Earth in 20 years.
