Ash Ketchum was the protagonist in the Pokemon anime for over 25 years, across his many adventures that spanned 25 seasons, he amassed 48 different Pokemon not including evolutions. Ash only had one of each type.
With the Pokemon anime having well over 1, episodes, it's safe to say Ash Ketchum has had enough adventures for several lifetimes. The plucky trainer set off on the journey of becoming the best Pokemon trainer and catching them all, but sadly fell extremely short of accomplishing that. Since his first days of stepping into the role of a trainer, he's had a connection to the Electric-type thanks to Pikachu. Here's a look at a few Electric-types Ash never caught for one reason or another along his journeys across the regions. This will also be stated later, but the fact that Ash started his journey with Pikachu means that every other Electric-type Pokemon in the Kanto region was irrelevant to him.

Apparently, the Vermillion Gym Leader evolved his Pikachu too early, and did not give the proper training to Raichu that was required for it to be more agile. This is both blasphemy and ridiculous plot armor, as Raichu's statistics within the games plainly state that its speed is several ranks higher than its prior form of evolution. Lt Surge's Raichu's weakness may well have been exploited, but it doesn't change the fact that it was still a powerful and difficult opponent for Ash. In most cases Raichu is a more powerful version of Pikachu, being its evolved form and all, though this doesn't correlate to Ash's Pikachu.
