You get them as End of Zone quest rewards or through the big quest lines in Suramar. There are also professional crafter world quests or normal world quests which can reward you 5 Blood of Sargeras for completing those. If you get the Boon of the Bloodhunter enchantment you have a chance at obtaining the blood dungeons, raids, or mobs in Broken Isles. If you are level , you will not be able to queue up for these so you will have to find the dungeon you want to run and head there. Although at level , you should be able to complete this as a solo the dungeon but do not take my word for it.
