Due to the hero regulations and Quirk restriction laws, people are not allowed to perform heroic duties out on their own, thus, vigilantism is illegal. The origins of Heroes can be traced back to Vigilantes. When Quirks started to manifest, there was no organization controlling the people who used their Quirks to help others and take down the bad guys. Since these individuals were operating outside of the control of the government and law enforcement, they were declared Vigilantes. Nowadays most of the Vigilantes have vanished. Following the Paranormal Liberation War and the collapse of society in Japan, many civilians have taken to vigilantism by defending themselves with their Quirks and salvaged support gear.

The manga is about Koichi Haimawari , a young man who despite not being a licensed hero, uses his Quirk to help others. After he and a street performer, Kazuho Haneyama , are harassed by a group of thugs, they are saved thanks to the vigilante , Knuckleduster , who recruits Koichi to become a vigilante himself. The manga has a slightly darker tone compared to the original manga. The manga was also designed as a prequel to the main series, with some of the events occurring within the vigilantes' line of duties having ties to the main series. He first contacted Betten Court to be the illustrator, and then Hideyuki Furuhashi as the writer. When both accepted, he informed Horikoshi of the idea, who accepted, since he is also a fan of Betten Court and has been for a long time. To make a chapter, Furuhashi first makes the script and sketches the storyboard with frames and speech bubbles. After that, he sends it to Sato who notes down some corrections and opinions before approving it. The storyboards then go to Betten Court, who finishes the artwork. Every chapter is supervised and approved by Horikoshi, who also adds ideas and sometimes tells them what to remove. The manga has had a positive reception for being unique and telling its story from another angle within the My Hero Academia universe. Living in a superhuman society, it's hard to feel special. Even more so when the spotlight only shines on professional heroes, those legally authorized to use their special powers known as "Quirks" in public for the greater good. Kouichi Haimawari grew up aspiring to be a hero, but with a mediocre Quirk like "sliding" that ties him to the ground, he soon came to the conclusion that he could only ever admire them from below. Despite this, Kouichi finds contentment in using his Quirk to carry out day-to-day good deeds, such as returning lost items and helping the elderly cross the street. However, Kouichi's tame life takes a swing into the turbulent when he is rescued from a back alley brawl by "Vigilante," or illegal hero, Knuckleduster. Set in a time before the events of the original story, Vigilante: Boku no Hero Academia Illegals follows Kouichi as he chooses to don the reputation of a villain and become a Vigilante, operating in the shadow of the law to prevent crimes from taking to the surface.

She is one of the protagonists of My Hero Academia: Vigilantes. In her civilian attire, Kazuho looks like a timid and shy young girl, mostly seen wearing a seifuku. In addition to it, she also wears a reddish-pink bow tie, a pair of silver pearl earrings, black elbow-length gloves, a black super-miniskirt with three hearts on the belt, and black knee-high boots. After the time-skip, her appearance hardly changes except that now she is a little taller. She also wore thick black eye shadow, lipstick, and nail polish, and her hair swept over her left eye. After being freed from her possession, she wears an eyepatch over her lost left eye, similar to Tamao Oguro. Kazuho is a very logical and intellectual person; she acts as the brains of the vigilantes. She has a habit of berating both Koichi Haimawari and Knuckleduster when either of them acts up in a way that she disapproves of.
