As set out in the constitution, the Head of Planning and Place can issue decisions on planning applications. The list of delegated decisions seen by councillors last week included the refusal of a bid by Homes England to build dwellings at Harras Moor, Whitehaven. Officers gave approval to more detailed proposals for five dwellings on land at Birks Road, Cleator Moor. Approval was given for the temporary construction, testing and demolition of a mock chimney at Leconfield Industrial Estate in Cleator Moor. An application to convert an agricultural building at Weddicar Hall into residential accommodation was refused and approved plans to extend a Millom property forming two additional bedrooms and store. Approval was given for the installation of 22 ground mounted solar panels at Kirkland as well as the construction of a roof over an existing slurry lagoon at Fleming Hall in Gosforth. The public can view and comment on all applications submitted to Copeland Borough Council for approval. Councillors will take comments of support or objection into account when giving their verdict on proposals. Planning councillors have defended their "democratic right" to disagree with officers' recommendations after being criticised by a mayor. Copeland mayor Mike Starkie said it was "rather concerning" three of the council's planning committee "voted against advice a combined 43 times". He said training should be improved, although councillors pointed out the training tells them they can disagree. Officers make recommendations but councillors decide on applications. The row erupted at a full meeting of Copeland Council when a vote was held to add a new member to the planning committee, the Local Democracy Reporting Service said. One councillor asked when training would be given, to which Mr Starkie replied: "I think it's imperative that the training does take place and I'd like to see some revisiting of the training of the existing planning panel because it is rather concerning that we've got three members who have voted against professional officer advice a combined 43 times. Michael McVeigh, leader of the council's Labour group and deputy chairman of the planning panel, said a "lot of money" had been spent on training already with councillors clearly told if they "feel comfortably against something" they "have the right to vote against". Hugh Branney, who represents Cleator Moor, said: "I think if members can't disagree with advice we might as well do away with the whole committee and just have it as a rubber stamping exercise. Copeland Council has introduced an online tool to allow visitors to its website to view all documentation submitted with a planning application, including plans and supporting documents. The council will continue to consult widely on planning applications in accordance with current legislation and guidance and the option to write or email with their feedback — or to address the decision-makers directly - is still available for interested parties. The Planning department has authority delegated to it to decide on domestic, smaller scale developments and proposals that are in compliance with the adopted Copeland Local Plan around 98 per cent of all applications received , while all major and high-profile applications are debated and decided on by councillors at their monthly meetings.
