The Council of Kangs was a trio of divergent Kangs led by the "Prime" Kang identified by his capecouncil of kangs, who thought that his other divergent selves were incredibly incompetent.

He is the Custodian of Time and the Ruler of Limbo. A time-traveling conqueror with vast powers and technological supremacy, Kang the Conqueror has taken every opportunity to torment the Marvel Universe, and is one of the Avengers' greatest foes.
