There is also a Heide Knight resting in the area, which as mentioned earlier, won't engage you unless you engage it first or after you kill the Dragonrider.

Anyone who wants to make a mage should seriously consider clearing out Heide's Tower of Flame as soon as possible. I would killing the old lion boy wake up the crusaders or is it only the dragon rider? Lightning Pine Resin or any Lightning-infused gear will demolish this dragon's health bar.
