We know that the day that people are released from prison can set the tone for their reintegration into society. Getting this right is vital for breaking the cycle of crime. It has been over ten months since the Prison Leavers Project launched the Day of Release Service Community amongst other Service Communities to understand the challenges that prison leavers can face. We are a multidisciplinary team formed by policy and operational experts as well as a user researcher and a service designer. Our team aims to design and test ideas and interventions that will improve how prison leavers resettle back into the community in order to reduce reoffending and keep communities even safer. To achieve this, we need to put prison leavers at the centre of our design process because these perspectives will enable us to develop more effective interventions that will work on the ground.

Thousands of prisoners are to be released up to 18 days early as part of plans drawn up by ministers to ease an overcrowding crisis. Alex Chalk, the justice secretary, unveiled the measure to the Commons after figures last week showed that the incarcerated population of England and Wales had hit a record high of 88, He also claimed that the government would attempt to return more foreign prisoners and look for prison places abroad to rent for UK criminals. Government sources said the proposals to free prisoners early would apply to prisoners in England and Wales serving a sentence of less than four years. The plans, drawn up by ministers last week, were first disclosed by the Guardian on Monday afternoon. They will apply to prisoners whose conditional release dates fall between Monday 16 October and 12 December Whitehall sources said the proposals would make resettlement planning difficult, especially for those inmates working with multiple agencies to help them secure accommodation and employment on release. The proposals would also make the coordination of other appointments that prison leavers must undertake on their day of release extremely difficult, sources said. The domestic abuse commissioner for England and Wales, Nicole Jacobs, expressed concern at the proposals and demanded further details to ensure the safety of victims. The plan is similar to a three-year scheme set up by the last Labour government, which released 50, offenders 18 days before their sentence reached its halfway point. In these circumstances, an early release scheme was the only realistic option available.

In prison systems, work release programs allow a prisoner who is sufficiently trusted or can be sufficiently monitored to go outside the prison and work at a place of employment, returning to prison when their shift is complete. Some work release programs allow greater freedom for the prisoner, allowing prisoners who follow a Monday—Friday workweek to attend work and live at their homes on those days, and serve their sentences two days at a time on weekends. Depending on the terms of the program, the prisoner may serve their sentence in a halfway house or home confinement while not working. Other work release programs can be offered to prisoners who are nearing the end of their terms and looking for a reintegration into civilian life, with a possible offer of full-time employment once the prisoner is released. Work release programs have the ability to have a positive impact on inmates and their ability to gain employment after they are released. Also, inmates who participate in work release programs are able to acquire jobs nearly twice as fast when compared to inmates who do not participate.
