Some zones are listed more than once. This is because some zones have more than one level range. You can click the associated Map to find the leveling area that applies to you. This chart helps you finding zones that are appropriate for levelling in. The chart only includes zones that make sense to gain experience in, and thus excludes city zones with no regular monsters such as Kaladim and Felwithe, no-combat hub zones such as Plane of Knowledge and Plane of Tranquility, and instanced zones such as LDoN adventures, missions and raid expeditions. Some raid zones such as The Plane of Hate are included, as it is non-instanced and can be used to gain decent experience.
