The fusion cores power them, they are just generators, however as you see in most cases they are simply connected to lights. Ideally yes you should possibly notice a bit more of a reaction to removing a generators power core, but they simply left it to a few lights. There is no way to recharge them, at least in the native game. Fusion cores cannot be recharged at least in the vanilla game and I've not seen a mod for it. If you wait until they are automatically replaced when depleted the empty fusion cores just vanish. The almost spent fusion cores can then be sold to a vendor for around caps. In my RPG mind this is kind of recycling. Yes it would make sense to have the building power down when you remove the fusion core. Also if you power a settlement with a fusion core power plant the fusion core lasts forever as far as I know. Pretty sure there's a mod out there that recharges fusion cores.
