I found a way to lower the meter for your settlement size and I though I'd share it if someone didn't know about this bug. What you do is simple, instead of scrapping weapons and armor at the benches, drop it on the ground in your desired settlement. Go into build model, and start scrapping. The game will take this as if you were scrapping objects in the settlement, and thus lowering the size meter. You can do this with junk items as well, and everything is sent to your workshop! And don't worry, you still get all the items you would from scrapping at a workbench, even the ones you get from having the scrapper perk. Hope this helps some people, scrap away! In Fallout 4 , the Sole Survivor can build and manage their own settlements at various sites around the Commonwealth.
