It's stupid to ask players to not open their Strike loot because they need the coffers as Kill Proof for the encounter, or to not use Raid tokens for GH decoration because they need them as Kill Proof for each boss separately. Especially with more endgame CM contents coming up Strike CM titles should suffice for pugs. As for raids, I don't think you need to hoard more than endboss decorations for each wing. Build-in system allowing you to inspect anything to check somebody's boss kill count would have been great but It's too "toxic" for GW2. And I'm fairly certain they stated that decorations were not meant to be used as proof of kills. I didn't get a title for simply doing the Ankka CM, only if you manage to get a certain achievement. A title also doesn't tell anything about how many times you have killed that boss, hence whether you have actual skill with the encounter you could have died early on during that one time and then had your team carry you through.
