I actually wrote initially "Though surprise may have been a factor" But when reviewing the footage on Blu Ray for the commentary, I noticed Sidious actually gives them a second to prepare, so it's hard to say they were off-guard. This meant that instead of taking Force-sensitive children from a young age, he would wait for worthy Jedi to actively seek him out and choose for themselves to be a part of the Order. It was Sidious who made the move for the "disadvantageous environment" if he had a better chance in the office he should have stayed in the office, but obviously he couldn't because he was loosing.
