Her Quirk, Transform, allows her to become a body double of someone else after she has drank some of their own blood, and she is even able to use their Quirk later in the story.

The reason why the My Hero Academia villain is one of the series' strongest is simply due to the sheer firepower of his quirk, making it possible for Dabi to burn down a building in mere seconds. That being said, Dabi doesn't actually need to use his quirk to invoke fear and distress in his opponents.
