I wrote about this briefly once or twice, nameless ghoul omega, but I finally want to get it down and recorded! While not as established as the human ministry, there are named head ghouls. The two we are most aware of are Omega and Alpha, aka- currently the head Aether and Fire ghouls, respectively.
