While this can be interpreted as Kawaki being confusingly vague and ambiguous about sending Naruto to the afterlife, there's too much evidence that goes against that theory. Naruto took Kawaki into his home and made him a part of his family, something Naruto always wished had happened for him when he was young and alone. Starting his journey as a young boy with ambitious dreams, Naruto went on to achieve everything that he wanted and became the Seventh Hokage by the end of the story. Kawaki has taken a vow to root out all the Otsutsuki from their stem and destroy them so as to protect all those he loves. Naruto is further petrified when Isshiki tells him he will go after Boruto, who has the Karma mark Isshiki placed on Kawaki -- another vessel we encountered in this franchise, and one viewed as more ideal than Jigen.
