VATS and shotguns don't mix, well depending. The Hunting shotgun fully modded is actually a beast mid range and the riot shotgun destroys anything close range. Like any other weapons, it depends who you're using them against, and more importantly, what kind of ammo you're using. Buckshot is great against enemies with little to no DT, up to and including Cazadors who they are particularly effective against due to the spread being able to compromie their erratic movement , while slugs, even without Shotgun Surgeon, are better for foes in armor, longer distances, or if you just need to put more damage down per shot.

Slugs do 'less' damage, say 71, rather than 89which more often than not ends up working out to new vegas shotguns vastly more actual damage.
