You will need either Ophilia or Primrose to complete this quest. You can start this quest at Cobbleston after completing Olberic's Chapter 1 quest, and by speaking to Noelle.
Fittingly, it's the last of the regional three-parters we've yet to do. I'm sure you've heard tell of him. Why, it was none other than he who founded the Kingdom of Hornburg! That's why I'm here, you see. To discover the great king's monument, and prove that he did once walk this earth!

One of the game's strongest points lies in its rich, lore-heavy story. As players travel across Orsterra, they run into a bevy of characters that enrich the world in both minor and major ways. Many of these people have their own set of woes that the adventuring party can take upon themselves to fix. Should they choose to do so, the party can find themselves enriched in their own way, especially in the form of high-end equipment. Though most of these quests unlock late in the game, the items received help greatly in the harder chapters. The ElemAtk is a nice upgrade, but it's also one of the few staves that give a nice PhysAtk boost, if for some reason you wanted to deal physical damage with Cyrus or Ophilia. If we continue southwest, we loop up north to what appears to be a hideout for someone, though there's no sign of anyone here. Heading backwards, this seems like a dead end with a simple chest. If you happen to come across some ancient plinth, or carved granite, pray tell me at once.
