Meruem isn't fast enough to bitz, he doesn't have the damage output to take All Might down, and All Might's hits are at practically the level of the Rose when he's so weak his power is almost gone. Absolute best case for Meruem is that he jumps around for a couple minutes before All Might tags him at which point he's just done. The Rose left him on death's door, within an inch of his life I'd hardly put that in the way of a durability feat, especially considering he would've died if it wasn't for Youpi and Pouf. In addition to that actuality, there is no nuke in modern history under 50 megatons that is capable of busting a city. Hiroshima and Nagasaki were barely city block lvl in raw DC, as pictures from their ground zero confirm this-- and the yield of rose is completely unquantifiable. Furthermore, nukes don't register as blunt force attacks; so even if I go out of my way to accomodate the notion that he was anything more entrails after encountering Rose, it still wouldn't be an admissable argument against All Might's blows. The slaps from Netero's Bodhisattva construct couldn't even break the pillars it was sending Meruem into. I think building lvl is being extremely generous for their DC, and even then it's only through scaling to weaker characters. Needless to say, tanking "thousands" of those blows during an unspecified timeframe doesn't enable Meruem to tank Toshinori's direct punches, the mere shockwaves of which annihilate multiple city blocks All Might can throw hundreds in seconds as well. This is him taking the Miniature Rose which is a nuke - which poisons him, ultimately leading to his demise.

Anyways he makes it to toguro at the very least both rounds. If its Minoru or kazuya then he clears. If its shinobu then he stops there. Round 2 with His Royal Guards he has numbers advantage. Or maybe I'm forgetting some stuff.

Meruem being a a few weeks old means that the nen vow would probably be even more efficient than in Gon's case. The rose has high death tolls because of the poison aspect to it considering people infected by the poison spread it to more people. So even if it did "vaporize a small city", that doesn't implicate the attack alloting his durability being anywhere near that level. If you have already registered once, do not do so again, and contact Antvasima if you encounter any problems. That's a toss up. There is no one shotting or any nonsense like that, unlike an explosion, Meruem can use Ko and Ryu, to amp durability, if he uses Ko, his durability wil become dozens of times greater at a particular spot of his choice.
