This definitely does not appear to be a Hard Mode only enemy. I have them in a multiplayer normal world right now. Red devils appear to spawn after a hard mode boss has been killed, which doesn't necessarily require hard mode. I have noticed Red Devils' trident projectiles dealing insane amounts of damage, upwards of at times, even while equipped with 53 defense.
