These will refresh every week so you can buy them again. As for what Rivens are, these mods are fairly weak at base level, but with the right weapon and buffs can be better than your standard mod. You can benefit from the stats of multiple mods in one, albeit with some drawbacks. If you want to farm up some Riven Slivers, there are a few places you can snag them. If you already have a good frame to farm resources with Khora with the Pilfering Strangledome mod, Hydroid with the Pilfering Swarm mod, etc. One particularly good place is a Sortie mission with the modifier Eximus Stronghold.
