Are they useful? They cover a circle of 8 blocks, and you can lose some real valuable crops to crows. The more crops you have the more crows can arrive. You won't ever see them unless they eat a crop, but scarecrows will say stuff like "I've scared off 9 crows". If you have a scarecrow, you won't even see the crows. That's kind of the point of them.
