It just makes them follow you. This is why it seems like Guild Starter is not compatible with the follower mods. Send your guild members on jobs, have them follow you, and level up your guild. So download, endorse, and make YOUR guild. Starting Your Guild: 1. Find a good place in Skyrim for your guild headquarters. Name your guild. Ask nearly anyone to join your guild.

Well the forts that don't get chose by any sides in the CW will still have bandits respawn at them, so you're gonna want a location that doesn't have any enemies to begin with. In the alternative you might want to take this time to learn how to use the creation kit and either make your own place, or pick a fort that doesn't get used in either the CW or other quest and set the enemies there to not respawn.
