You get points for spending money on Steam, is there even any other way to get them that Steam just isn't telling us about? I heard you could farm them easily if your friends declined your gift. So you send a steam gift to your frend and get points for that. But your friend decline it and money returns to you, but the points aren't refunded. Also you should do it with steam wallet, so return could be instant. I don't know if Steam fixed that or not and I didn't try it myself. They won't, as far as I know - your points will just be removed again once the gift return process registers.
