The user moulds water into the shape of a dragon, which they then direct at a target. The water crashes upon the target, dealing significant physical damage. Ideally, users will use pre-existing bodies of water for this technique, but sufficiently skilled users can instead create the water themselves, spitting the dragon from their mouths. During his lifetime, he achieved great strength as a shinobi by studying under Tobirama and Hashirama Senju, two of Konohagakure's strongest ninja. He gained renown as leader of the Sarutobi clan, teacher of the Legendary Sannin, and creator of some of Konohagakure's strongest jutsu. As Hokage, Hiruzen was required to create and master as many jutsu as possible to ensure Konohagakure's continued success. When compared to the other Kage during his time, Hiruzen faced little competition from the Five Great Nations in regard to strength. Due to his arsenal of deadly jutsu, no one but his former student dared attack Konoha during his reign as its leader. Armed with teeth and a killer instinct, this jutsu's flaming dragon launches directly at its opponent, reducing all it touches to ash. Due to the power required to use it, only three shinobi are capable of replicating this jutsu. Hiruzen first displayed this technique with devastating results during the Konoha Crush. Summoned from any available water source, it crashes against its target to deal heavy physical damage.
