Instead of farming Master raids on their own, farm the normal variant for Spoils of Conquest. Opening the chest at the end of the seasonal activity can give decent drops as well. Two of the armor's six stats will have at least 16 points and will account for Ghost Shell mods. Whenever a piece of armor drops, it's guaranteed to drop with at least 16 points in the list stat.
