The road was locked down by police between junctions 27 and 28, with major delays forming in the area, Devon Live reports. A diversion has been put in place via the B, with traffic that was already on the motorway being turned around, starting from the rear of the queue. Pictures from the scene show the HGV on its side, blocking all three lanes and the hard shoulder. Traffic cops are at the scene and an investigation is underway into the incident.
