Moore is a member of the Environment, Food and Rural Affairs Committee and also sat on the Environment Bill Committee, charged with scrutinising and improving the bill as it worked its way through the House of Commons. In a post on his website written during the bill's passage through parliament, Moore said it "really is a vitally important piece of legislation and once approved, it [will] govern all aspects of environmental improvement measures and will help shape a much better environment for us all". According to a post on his website , speaking in Parliament last year, Moore criticised Yorkshire Water, after equipment failures at a site in his constituency saw raw sewage being "discharged into the river Wharfe and a private garden". Moore was quoted as saying: "I have long said that water companies who fail to meet their environmental commitments should face enforcement action. Quite frankly, Yorkshire Water need to get their act together.

Can he reassure people and communities across the country that they will be supported when the blue lights leave and the waters subside? Thus, the statutory instruments will upgrade the water industry special administration regime legislation to ensure that if a water company is ever required to go into special administration, a modern, efficient water industry special administration can be implemented.
