That's because the organization is hesitant to dispatch any heroes on a large scale to help All Might. When heroes leave, the stability of the country they left behind wavers, which increases the likelihood of attacks from villains. The situation is even worse now as each country is facing its own existential crisis, and heroes going on a mass exodus would be catastrophic. And yet, Star and Stripe still abandons America without permission. And yet, despite how strong their feelings are on the matter, they remain obedient to this international organization.
