It is possible that Super Shenron is as strong as Zeno, however, it seems unlikely. There is a rule about Dragon Balls that you cannot make a wish to a dragon that exceeds it's power. That means, it can't effect something that is stronger than it is which is why Earth's Shenron could not kill Nappa and Vegeta, however, this rule could be worked around. It was seen when they tried to wish Goku to earth, that Shenron said that he couldn't because Goku didn't want to. So this means, that a Shenron CAN effect someone stronger than it is, but only if that stronger someone gives it permission. We know that the Zenos wanted them to make the selfless wish, so it is no stretch to believe that Zeno allowed it to happen.
